随著美国11月中期选举日益临近,特朗普总统及其政府的支持者希望,最近媒体对他在格陵兰岛的“胜利”以及中国国家主席习近平访问的喧闹报导,能够转移外界对其一连串败绩日益增加的关注,尤其许多选民都把焦点放在这些问题上。

尽管国外冲突与国际局势的变化仍然是重要事件,但可以预期,美国选民更会对直接、日常的经济压力、生活成本与生活品质问题,以及具争议的行政行动作出反应。

预料左右美国选民11月投票行为的主要国内议题,可分为几个关键类别:

生活成本、通货膨胀与关税
在几乎所有选民群体中,经济观感仍是最重要的优先议题。

消费价格与负担能力:汽油价格、住房成本、食品及公用事业费率持续挤压家庭预算。

关税审视:大幅提高且广泛适用的关税,已成为政治焦点之一。虽然这些关税旨在保护国内产业,但批评者与选民将其与进口商品价格持续上涨及供应链瓶颈联系起来,甚至令支持特朗普的保守派基本盘也对经济的观感转差。

移民执法与公民自由
移民执法已从理论性的政策辩论,转变为看得见、且发生在地方层面的问题,血腥冲突占据新闻头条。

强硬的联邦执法:高调的联邦遣返行动及扩大的执法措施,尤其是在人口密度高地区或摇摆地区,这进一步加剧选民两极化。

选民反弹与基本盘动员:尽管传统的边境安全立场仍获共和党选民支持,但近期移民扫荡行动的强硬程度及其在城市地区造成的影响,已疏远郊区摇摆选民,并助长民主党的选民动员。

医疗保健、劳动市场稳定与社会安全网

医药成本与医疗保障:医疗服务取得及药物负担能力始终是热门议题,尤其当两党都在争取那些感觉被联邦政策重点忽略的老年及中等收入选民。

劳动市场焦虑:生成式人工智能快速整合、企业重组以及供应链转移所造成的就业不安全感,使劳动市场稳定持续成为焦点,尤其影响年轻选民及蓝领选民。

制度信任与选举机制

选举公平与廉正疑虑:围绕邮寄投票要求、投票机器及选票安全的政治争议,使民众对制度的信任依然脆弱。

反建制情绪:初选结果显示,选民都对两党现有政治人物及政党建制派存在强烈不满;选民有转向支持非传统候选人趋势,而这些候选人承诺针对生活成本问题采取直接、务实的行动。

外交政策成为黑马因素

历史上的中期选举通常有利于非掌权的反对党。然而,这次中期选举的胜负,将取决于哪一个政党能够成功说服选民,相信自己能够对家庭负担能力及日常生活成本提出务实且即时的解决方案。

即使特朗普及其他共和党领袖能够在11月中期选举,因选民对民主党替代方案的反感而处于有利局面,特朗普在国际舞台上的外交政策失误,尤其是他发起一场被批评者形容为“无法取胜的战争”,即伊朗战争,很可能成为选情的关键因素,导致特朗普及共和党失去国会控制权,使特朗普成为跛脚总统。

这呈现了典型的政治过度扩张论点,即一场不得人心的外交冲突,引发严重的国内经济与政治连锁反应。

伊朗战争若持续成为一场代价高昂、没有明确期限的战争,最终可能让民主党重新掌控国会,其背后涉及四项相互关联的压力:国内经济冲击、特朗普政治联盟失势、立法陷入僵局,以及行政权受到限制。

国内经济后果

不得人心的海外战争之所以会成为致命的政治负担,主要是因为选民开始在国内直接承受其代价。越南战争及阿富汗战争都曾出现类似情况,而今天同样情况可能重演。

伊朗战争主要透过两个渠道影响美国国内经济。

能源冲击与通货膨胀:伊朗位于霍尔木兹海峡的战略位置,已严重干扰全球石油供应。原油价格飙升导致汽油与柴油价格上涨,进而对供应链造成广泛的通胀压力,影响大多数美国家庭。对一个核心经济承诺是降低生活成本的政府而言,高通胀将直接削弱选民信心,并流失选票。

财政负担:维持一场大规模军事行动需要庞大的国防支出。在国债高企及财政赤字持续存在的环境下,不断膨胀的战争开支,将削弱减税或国内基础建设投资的理据,让批评者取得有力的财政责任攻击点。

让美国再次伟大联盟与选举基本盘出现裂痕:特朗普的选举成功有赖一个独特的联盟,包括“让美国再次伟大”核心忠诚支持者、国家安全鹰派、传统商界共和党人,以及工薪阶层独立选民。一场无限期的战争已经在这个联盟内部造成严重裂痕。美国在伊朗战争及霍尔木兹海峡的进一步挫折,可能削弱这个强大的投票联盟,使其无法在竞争激烈的选区取得胜利。

民粹/孤立主义反弹:自2016年以来,特朗普政治形象的一个根本支柱,就是批评美国“无休止战争”以及外交政策建制派。如今,他似乎忘了自己的承诺。长期介入海外军事行动,将在其民粹主义支持者中造成严重的意识形态摩擦,因为他们认为卷入海外冲突,是对“美国优先”议程的背叛。

疏远摇摆选民与独立选民:独立及温和选民通常偏好经济稳定,并会迅速对旷日持久的海外军事行动产生反感。随著冲突在没有明确胜利或退出策略的情况下持续下去,这些选民便会在中期选举周期中离开执政党。

众议院与参议院易手:汽油价格上升、市场波动以及军费增加,将为反对党提供清晰的政治讯息。如果民主党能够善用民众不满情绪,便可能重新取得众议院、参议院,或两院的多数。

共和党内部分裂:在竞争激烈的选区,共和党候选人面临巨大压力,必须与白宫的外交政策保持距离。这种内部分裂将削弱政党纪律、降低基本盘投票率,并导致选举失利。

走向跛脚总统任期

如果上述情境成为现实,而民主党取得国会控制权,特朗普及其政府的国内政策议程基本上将停摆,总统任期剩馀时间的政治性质也将发生根本改变,进入跛脚总统任期。

特朗普的支持者,以及在亚太地区支持其外交政策的人士,将会有更多不眠之夜。

As the November mid term elections approaches, supporters of President Donald Trump and his administration are hoping that the most recent media hullabaloo over his Greenland ‘victory’ and the visit by President Xi Jinping's can deflect from the mounting list of his losses that many voters will be focussing on. 

While foreign conflicts and international alignments remain prominently in the background, U.S. voters can be expected primarily to respond to direct, everyday economic pressures, cost of living and quality-of-life concerns, and controversial executive actions. 

The primary domestic issues expected to shape American voter behavior in November fall into several key categories:

Cost of Living, Inflation, and Tariffs
Economic sentiment remains the single highest priority across virtually all voter demographics.  

Consumer Prices & Affordability: Gas prices, housing costs, food, and utility rates continue to squeeze household budgets.  

Tariff Scrutiny: Increased broad-based tariffs have become a central political focal point. While designed to protect domestic industry, critics and voters are linking them to persistent price increases on imported goods and supply chain bottlenecks, souring economic sentiment even among conservative bases.  

Immigration Enforcement and Civil Liberties
Immigration enforcement has shifted from a theoretical policy debate to a visible, localized concern with bloody encounters hogging the headlines.

Aggressive Federal Enforcement: High-profile federal deportation sweeps and expanded law enforcement actions—particularly in high-density or swing regions—have polarized the electorate.

Voter Backlash vs. Base Mobilization: While traditional border security stances retain support among Republicans, the harshness and urban footprint of recent immigration crackdowns have alienated suburban swing voters and fueled Democratic turnout efforts.  

Healthcare, Labor Stability, and Social Safety Nets

Prescription Costs & Coverage: Healthcare access and prescription drug affordability remain perennial talking points, particularly as both parties compete for elderly and middle-income voters who feel overlooked by federal policy focus.  

Labor Market Anxiety: Job insecurity driven by rapid integration of generative AI, corporate restructuring, and shifting supply chains has kept workforce stability top of mind, particularly among younger and blue-collar voters.  

Institutional Trust and Electoral Mechanics

Electoral Integrity Concerns: Continued political rhetoric surrounding mail-in voting requirements, voting machines, and ballot safety has kept institutional trust fragile.

Anti-Establishment Sentiment: Primary election results have highlighted strong voter frustration with career politicians and party establishments on both sides, with electorate appetite leaning heavily toward non-traditional candidates promising direct, pragmatic action on cost-of-living issues.  

Foreign Policy Determinant as the Dark Horse Element 

Historical midterm dynamics usually favor the opposition party out of power.  However victory in these midterms will depend on which party successfully convinces voters it has a pragmatic, immediate fix for household affordability and everyday costs. 

Even if Trump and other Republican leaders can take advantage of voter antipathy towards the Democrat party’s alternatives in November, it may be the misfiring of Trump’s foreign policy on the international front, especially his initiation of what critics are describing as an unwinnable war in Iran that could cost Trump and the Republican party control over Congress and make Trump a lame duck President.

This argument outlines a classic mechanism of political overreach, where an unpopular foreign conflict triggers severe domestic economic and political feedback loops.

How the continuation of the costly, open-ended war with Iran could hand Congress to the Democrats rests on four interconnected pressures: domestic economic disruption, the erosion of his political coalition, legislative gridlock, and executive constraint.

Domestic Economic Repercussions

Unpopular foreign wars become fatal political liabilities primarily when voters experience their costs at home. This has happened in Vietnam and Afghanistan and can happen again.

The conflict with Iran has impacted the US domestic economy through two primary channels. 

​Energy Shocks and Inflation: Iran's strategic position along the Strait of Hormuz has severely disrupted global oil supplies. Surging crude oil prices have resulted in higher gasoline and diesel prices, triggering widespread inflationary pressure across supply chains and affecting most American households. For an administration whose central economic promise was lowering the cost of living, high inflation directly undermines voter confidence and loses votes. 

​Fiscal Burden: Sustaining a major military campaign requires massive defense expenditures. In a landscape already defined by elevated national debt and persistent deficits. Ballooning wartime spending weakens the case for tax cuts or domestic infrastructure investments, handing critics a potent line of attack on fiscal responsibility.

Fracturing the MAGA Coalition and Electoral Base: Trump's electoral success relies on a unique coalition of core MAGA loyalists, national security hawks, traditional business Republicans, and working-class independents. An indefinite war has already created serious fault lines across this coalition. Further Iran war and Straits Of Hurmuz setbacks could see this formidable voting alliance impaired and unable to deliver wins in closely contested races.  

​The Populist/Isolationist Backlash: A fundamental pillar of Trump’s political identity since 2016 has been his critique of "forever wars" and the foreign policy establishment. He is now seen as forgetting his promises. Engaging in a prolonged foreign intervention creates severe ideological friction among his populist base, who view foreign entanglements as a betrayal of the "America First" agenda.

​Alienation of Swing and Independent Voters: Independent and moderate voters generally favor economic stability and quickly turn against protracted foreign military operations. As the conflict drags on without a clear, defined victory or exit strategy, these voters migrate away from the incumbent party in midterm cycles.

​The House and Senate Flip: Escalating gasoline prices, market volatility, and rising military expenditures give the opposition party a clear messaging strategy. If Democrats capitalize on public fatigue, they will retake majorities in the House, the Senate, or both.

​Fractured Republican Unity: Republican candidates in competitive districts face intense pressure to distance themselves from White House foreign policy. This internal division weakens party discipline, depresses base turnout, and leads to legislative losses.

Transition into a Lame Duck Presidency

​If the above scenario turns into reality and the Democrats secure control of Congress, Trump and his administration's domestic policy agenda essentially stops, fundamentally altering the remainder of the presidential term into a lame duck one. 

Supporters of Trump and his foreign policy in Asia Pacific will be having many more sleepless nights.
